On March 16, 2020 the Provincial Health Officer, Dr. Henry prohibited gatherings of more than 50 people, and recommended that people engage in physical distancing, which improvement district administrators and trustees have indicated will make it impossible to hold AGMs and elections. The increase in turbidity can be due to a number of factors (ie algae growth, heavy rainfall, etc). Improvement districts are focused on providingĀ local servicesĀ such as water, fire protection, street lighting, dyking, drainage, garbage collection and parks, rather thanĀ general governanceĀ orĀ land use planning. Typically an improvement district provides one or two services. These services areĀ financedĀ by taxation or user fees. Every improvement district isĀ governedĀ by a board of elected trustees (elected by area property owners) one of whom acts as chair. The powers exercised by the trustees (to enact and enforce its regulations and charges, to assess and collect taxes, to acquire, hold and dispose of lands, to borrow money and to expropriate lands) flow from the improvement districtā€™s bylaws, theĀ Local Government ActĀ and other applicable provincial statutes. Most improvement districts are located within the boundary of aĀ regional district, yet they are independent of each other. Others are located insideĀ municipalities.
